If you think using arrow keys for "Use arrows for accurate selection", then this is not yet implemented, but there is Suggestion to have this implemented at: https://pinta-project.com/pintaproject/pinta/suggestions/53/use-arrows-for-accurate-selection
If this is the solution you want please vote for it. More votes more likely to appear in future version of Pinta.
