I have version 1.1. I can copy a rectangular selection but not a circular one. Reason?

You haven't provided info about operating system name and version. If you have been stuck at the Pinta v1.1 it is likely you are having some Linux distribution like Ubuntu 12.04 LTS that shipped Pinta v1.1 by default. In this case I still suggest to upgrade like adding PPA. See instructions: https://pinta-project.com/pintaproject/pinta/howto/installing-pinta at least for Ubuntu 12.04 it is Pinta 1.4 version available. Which is way more stable then Pinta v1.1.
You can also try 1.7-development (currently very stable release maybe even more then older stable versions) If using Linux then download zip file from: https://pinta-project.com/pintaproject/pinta/builds then unzip archive and run command: mono Pinta.exe from directory where Pinta.exe file is located. I know this looks like Windows program having .exe file extension, but it is Linux build. I don't know if this 1.7-development works fine in older versions of Linux, but you can try it out. Using development version does NOT install Pinta on system, it is just unzipped in separate folder NOT influencing existing system. So if it does not work, then you can just delete folder.
If you are using some other operating system like Windows or OS X, then download Pinta 1.6 stable from https://pinta-project.com/pintaproject/pinta/releases and install it.

You should probably upgrade. I just tried in version 1.7 and copying a circular selection works fine.
