Try removing Mono 6.0.0 from your system and install an older version of 4.6.2. I am using Ubuntu MATE 18.04 LTS and last week I upgraded my Mono to the newest version 6.0.0 and Pinta 1.6 stable version nor Pinta 1.7 developmental build would load. I removed Mono 6.0.0 from my system and installed Mono 4.6.2 and it fixed my problem.
Mono 4.6.2 https://www.npackd.org/p/com.monoproject.Mono/4.6.2.16
I hope this helps you.
Good luck!
thanks a bunch to both of you

The OP installed gtk-sharp-2.12.45.msi before running the Pinta installer. The runtime error (DllNotFoundException) is caused by Pinta not being able to locate a gtk# library (DDL) file. The fix for this is to install the gtk-sharp-2.12.22.msi libraries, not gtk-sharp-2.12.45.msi. Download it here: https://www.npackd.org/p/gtksharp/2.12.22
https://xamarin.azureedge.net/GTKforWindows/Windows/gtk-sharp-2.12.22.msi
Pinta 1.6 for Windows uses the gtk# GUI toolkit libraries v2.12.22. Because the library package file is ~25MB in size, it's not included with Pinta. The Pinta installer throws an error when trying to download gtk-sharp-2.12.22.msi from 'http://download.xamarin.com'
Xamarin was bought by Microsoft and now the site no longer exits, hence the error.
The open source Pinta project has been in a dormant state for ~5 years now so problems like this do not get fixed. There's no warning on the Pinta site regarding this problem.
Note: Pinta being a 32-bit application also requires Microsoft .NET Framework (x86). If you're using a 32-bit version of Windows then download and install .NET x86. If 64-bit, then download and install x86-x64 release.
Tip 1: Replace MSPaint with Pinta as the default Windows image editor
Tip 2: Add support for Google Webp image files
Menu -> Add-ins -> Add-in Manager -> Gallery -> File Formats -> Webp
