in paint.net, when i had a selection sitting on the image, i could resize it with the handles. like stretch a rectangle so it covers over something. did that as much as almost any feature

Yes. This is important. To be clear, what some people think of as "stretch selection" just means expanding or contracting the selection rectangle without moving any pixels. What is needed in addition is a means of taking the selection and stretching the selected pixels with the handles.
