Create a plugin system to give other developer the chance to create new effects (like photoshop, paint.net and gimp)

This is something that is already in development for post 1.0! I think it will be a great addition to Pinta.

I have finished implementing the plugin system. Now plugins can be built against pinta even though those plugins are not in the source tree of Pinta
