Hello. Paint.NET, GIMP, Krita, and others allow you to scroll the image by holding the middle-mouse button and dragging. Pinta does not seem to offer this feature, as trying to do this will instead move your selection around without scrolling. It would be fantastic if this feature would be added, possibly as an optional toggle. Thank you.
