I MAY be working on this as part of my Google Summer of Code project, if time permits. If I don't post any more comments here by the end of August, you can assume that I did not have the time to implement this.

This is something that there is code for in the open source Paint.NET that we can use. They have a whole Rotate/Zoom/Pan layer dialog we should use.

Note that we already have some code for rotate in Layer.cs.

I cant find this feature in Pinta 1.6 (March 11th 2015)

Rotate individual layers in available in newer releases, resizing is not.

I've implemented panning and zooming for Pinta 1.7. You can try this out in build 1.7.0.184 or later from http://forge.pinta-project.com/

How exactly to use this feature? Can't seem to find it, Photoshop had the ctrl+shift+T shortcut
