It may of course be a bug, but I did not notice an open bug filed on text size issues.
If you have your Pinta toolbar visible you should have an option to choose and modify text size.
I attach a screenshot showing that I am able to do that. (I am using Debian Linux, so my screenshot will not be identical to the Windows situation.)

Windows 10 won't let me choose a font size. Does anyone have a solution?
Clicking on the "DejaVu Sans Bold 285" on the toolbar should open a dialog where you can select the font name and font size
