I see a scrollbar on Windows, so the feature definitely exists. If there is a specific system / time when it doesn't, please file a bug with details at https://bugs.launchpad.net/pinta for us to investigate.

I am using Pinta v1.4 on Windows and I can see scrollbar. Are you using the latest Pinta version?
