GIMP has code for this, but do we really want to go this route? PSD is a huge chunk to add. It would be best to let someone write (and maintain) a plugin.

Adobe Photoshop it is for pay.
All Persons can't pay Adobe Photoshop.

I would like import a psd and toggle layers but I don't expect to save to PSD - and hence to risk of destroying the PSD files

I am little bit sceptical about this. Pinta is simple image editor and a lot of functions will not be available in Pinta. So if I understand correctly using Pinta and editing PSD file, could just broke PSD file in such a way that it would not be available to edit it anymore in more advance editing program like Adobe Photoshop.
It would be nice to explain what kind of features you are expecting from Pinta to do.
