To maximize screen space, any item from Menu should be drag-able to the Toolbar, then you could hide the Menu bar with View > Menu = unchecked . Tools and Tool-Options bar could go in Toolbar too.

There is similar idea, pressing for e.g. F2 and all of the toolbars are hidden, pressing F2 again and all of toolbars are displayed again (something similar has Gimp v2.8 when pressing TAB key).

This is a low quality screenshot of Paint Shop Pro v5.1 running on Win 7 in Full Screen Edit mode to show you what I mean :

You can toggle palettes/histograms/layers-table/brushes from the Toolbar, and return to Normal mode if you want to see all the clutter. And there is still plenty of space for show Tool Options.
